Disclosure: NOXI publishes this page and is one of the eleven tools scored. That's why the rules, the weights and the source of every cell are printed, along with the rules where other tools finish ahead of NOXI.
Best AI proposal generator, scored on seven printed rules on 4 November 2026: PandaDoc leads with 85 of 100, then Proposal.biz 78, Gamma 73 and Storydoc 73, with NOXI fifth of eleven on 70. PandaDoc wins on a free plan that sends and signs, although its own help centre says its AI "Won't write document content".
"AI proposal generator" means three things on vendor pages: AI that writes the whole proposal from a brief, AI that writes a section inside a document you started, and proposal software that documents no AI writing at all and sells the signature, the price table and the alert when your client opens the link.
The seven rules below score the draft, then the jobs a proposal still has to do: carry a price, get signed, report that it was read, leave the client a file, start free and work in Arabic.
Where NOXI lands, plainly. NOXI is fifth of eleven on 70. PandaDoc is first on 85 and Proposal.biz second on 78. Gamma and Storydoc share 73, and Gamma is third on the printed tie-break, rule B6: its free plan scores 20 against Storydoc's 14-day trial at 10. NOXI takes full marks on four of the seven rules: a whole proposal from one request (B1), a PDF and a Word file (B5), a free plan with five documents a month and a view link anyone can open (B6), and Arabic with right-to-left pages (B7). The other three cells are facts. B2 is 5 because NOXI's price table is rows and columns you edit by hand or by chat. B3 and B4 are 0 because NOXI delivers the proposal as a view link and a PDF or Word file, and the signature and the open alert come from a signing tool.
Best AI proposal generator: the eleven at a glance
On seven documented rules checked on 4 November 2026, PandaDoc scores 85 of 100 and Proposal.biz 78, and fifteen points separate first from fifth.
| # | Tool | Score of 100 | Why it scores there | Source, opened 4 November 2026 (UTC) |
|---|---|---|---|---|
| 1 | PandaDoc | 85 | Free plan sends five documents a month with signatures; its AI "Won't write document content" | support.pandadoc.com, 11:35; pandadoc.com/pricing, 11:41 |
| 2 | Proposal.biz | 78 | AI drafts whole documents, and the free plan signs and tracks opens; no language page found | proposal.biz, its features pages and /pricing, 11:44 |
| 3 | Gamma | 73 | Drafts and designs the whole thing, Arabic right to left, free plan; no signature documented | help.gamma.app, 11:33; gamma.app/pricing in a browser, 11:45 |
| 4 | Storydoc | 73 | Full proposals from a prompt, e-signatures and slide tracking, after a 14-day trial | storydoc.com/proposal-maker and help.storydoc.com, 11:44 |
| 5 | NOXI | 70 | Proposal format from one request, PDF and Word, Arabic right to left, free plan and view link | NOXI 2.0 product record, rows A, G, I, J, M, N and S; noxi.ai signed out, 10:42 |
| 6 | Proposify | 68 | Buyers pick optional fees, every plan signs; AI writes sections; 14-day trial | proposify.com/pricing and its AI proposal page, 11:35 |
| 7 | Qwilr | 68 | Quote Block, signatures, view alerts; AI turns a website into a template; 14-day trial | qwilr.com/pricing and help.qwilr.com, 11:35 |
| 8 | Claude | 65 | Writes Word documents from a prompt, exports Word and PDF, shares by link on the free plan | support.claude.com, 11:31; claude.com/pricing, 11:30 |
| 9 | Prospero | 63 | Interactive pricing, signatures with IP and device data, viewer tracking; 14-day trial | goprospero.com/pricing, 11:44 |
| 10 | Better Proposals | 63 | Arabic and a right-to-left editor, signatures and tracking; documents no AI writing | betterproposals.io and its help centre, 11:35 |
| 11 | Bonsai | 45 | Packages, signatures, open receipts; no AI drafting or proposal PDF documented | hellobonsai.com, 11:44; help centre in a browser, 11:46 |
Two ties, settled by the printed chain. Gamma and Storydoc are level on 73 and on B1; B6 puts Gamma third, 20 against 10. Proposify and Qwilr are identical on all seven rules, so table order puts Proposify sixth. Prospero takes ninth from Better Proposals on B1, 10 against 0.

Who should pick what
Six needs point to six tools, and five of them are not ours.
- If you need signatures on a free plan then PandaDoc, because its free plan guide says "With the Free plan you can send 5 documents per month" [2].
- If you want the AI to write the proposal and the free plan to sign it then Proposal.biz, whose AI "writes complete, on-brand documents from a prompt" and whose free plan lists e-signatures and "Send & track opens" [3].
- If you want the whole proposal drafted and designed, with Arabic, on a free plan, and a PDF is enough then Gamma: its help centre says it "supports right-to-left (RTL) languages, including Arabic", its free plan exports PDF with a "Made by Gamma" badge, and it documents no signature [4].
- If the buyer should change quantities and options inside the proposal then Qwilr or Proposify: Qwilr documents a Quote Block, and Proposify lets "your buyers choose optional fees or add their own quantity" [6] [7].
- If you write by hand and need Arabic with a signature then Better Proposals, which lists Arabic, switches its editor's direction with Alt+R, and documents no AI writing [10].
- If you want the whole proposal drafted from one request, in Arabic or English, as PDF and Word then NOXI: the Word file is what Gamma's export page does not list, and the signature goes in a tool from this list [1].
In short
- The leaderPandaDoc, 85 of 100, carried by a free plan that sends and signs, although its AI article lists "Won't write document content" among its limits.
- Where NOXI sitsFifth of eleven on 70, with full marks on four of seven rules: the draft, the file, the free plan and Arabic.
- The gap nobody fillsNo tool of eleven documents a full AI draft, a built-in signature and Arabic together.
- MethodDocumented capability from official pages opened on 4 November 2026. Not a new hands-on test.
Key numbers
Three meanings of "AI proposal generator", and where each tool sits
Five of the eleven document AI that writes a complete proposal from a brief, four document AI that writes inside a document or a template, and two document no AI drafting. The phrase on a landing page does not tell you which one you are buying.
Drafts the whole proposal (B1 = 20): Proposal.biz, Gamma, Storydoc, Claude and NOXI. NOXI 2.0 makes 14 formats from one request: presentation, document, brochure, social post, poster, one-pager, report, proposal, résumé, infographic, letter, invitation, certificate and menu, or Auto to let NOXI choose. The Proposal format is a starting point, and your request decides what it covers, for example the client's situation, your offer, scope, timeline, price and next step.
Writes sections or fills a template (B1 = 10): PandaDoc, Proposify, Qwilr and Prospero. No AI drafting documented (B1 = 0): Better Proposals and Bonsai, both complete proposal tools that are not AI generators in this page's sense. The drafting section below quotes each vendor.

How we scored: seven rules, 100 points, printed in full
Seven rules worth 100 points, one printed level for every possible cell, and the same reading for all eleven rows, NOXI included.
| Code | Rule (points) | What each level needs, identical for every tool |
|---|---|---|
| B1 | A first draft from a brief (20) | 20 = documented AI generation of a complete document or proposal from a description, prompt or uploaded brief · 10 = AI writes sections inside a template you pick, or drafts RFP answers from a library · 0 = no generation documented |
| B2 | Pricing or quote table (10) | 10 = an interactive pricing or quote block (quantities, optional items, totals) · 5 = a static table · 0 = not documented |
| B3 | E-signature built in (15) | 15 = legally binding e-signature documented inside the tool · 0 = not documented |
| B4 | Know when it is opened (10) | 10 = open, view or time-on-page tracking documented · 0 = not documented |
| B5 | A file the client can keep (15) | 15 = PDF and DOCX export documented · 8 = PDF only, or a web page with a PDF download · 0 = web link only |
| B6 | Free to start (20) | 20 = a free plan that can send a proposal, documented · 10 = a free trial with a stated length · 0 = paid only or demo only |
| B7 | Languages and right to left (10) | 10 = Arabic or right to left documented · 5 = several languages · 0 = not documented |
The half-mark rule and three readings that settle close cells
The half-mark rule: a cell takes a middle level (10 of 20, 5 of 10, 8 of 15) only when the vendor's page shows what that level describes; a page that says less takes the lower level, and silence takes 0. Three readings follow, applied to every row.
- B2's 5 is any documented table. Gamma's "real, editable tables", Claude Docs' "tables" and NOXI's rows and columns all take 5, as do seller-built tables such as Proposal.biz's AI pricing table and Storydoc's formulas. The 10 needs something the buyer can change.
- B3 is a real signature step, not one-click approval. Proposal.biz records "a signed status, signing date" and Prospero "Signature timestamp, IP & Device info". Neither prints "legally binding"; both keep 15, and the strict reading is a sensitivity below.
- B6 needs a plan that can send or share. A trial with a stated length is 10, whatever it includes.
The tie-break chain, printed: B1, then B6, then B3, then B5, then table order, applied in that order until the tie breaks.
One fairness note. Competitor cells rest on each vendor's own page with its opening time; NOXI's rest on our NOXI 2.0 product record, the document that scores NOXI 0 on signatures and tracking.
Best AI proposal generator compared: every cell and its arithmetic
PandaDoc's 85 is 10 plus 10 plus 15 plus 10 plus 15 plus 20 plus 5, and every row below is added the same way. A cell that is neither full nor zero says why.
| # | Tool | B1 Draft (20) | B2 Price table (10) | B3 Signature (15) | B4 Tracking (10) | B5 File (15) | B6 Free (20) | B7 Arabic (10) | Total |
|---|---|---|---|---|---|---|---|---|---|
| 1 | PandaDoc | 10, edits text, no full draft | 10 | 15 | 10 | 15 | 20 | 5, 16 languages, no Arabic | 85 |
| 2 | Proposal.biz | 20 | 5, seller-built table | 15 | 10 | 8, PDF, no Word | 20 | 0 | 78 |
| 3 | Gamma | 20 | 5, a table, no quote block | 0 | 10 | 8, PDF, no Word | 20 | 10 | 73 |
| 4 | Storydoc | 20 | 5, seller formulas | 15 | 10 | 8, PDF on paid plans | 10, 14-day trial | 5, several languages, no Arabic | 73 |
| 5 | NOXI | 20 | 5, a table you edit, no quote block | 0 | 0 | 15 | 20 | 10 | 70 |
| 6 | Proposify | 10, AI writes sections | 10 | 15 | 10 | 8, PDF, no Word | 10, 14-day trial | 5, 15 interface languages | 68 |
| 7 | Qwilr | 10, website to template | 10 | 15 | 10 | 8, PDF, no Word | 10, 14-day trial | 5, text in any language, app in English | 68 |
| 8 | Claude | 20 | 5, a table, no quote block | 0 | 0 | 15 | 20 | 5, several languages, no Arabic named | 65 |
| 9 | Prospero | 10, AI text in the editor | 10 | 15 | 10 | 8, PDF, no Word | 10, 14-day trial | 0 | 63 |
| 10 | Better Proposals | 0 | 10 | 15 | 10 | 8, PDF, no Word | 10, 14-day trial | 10 | 63 |
| 11 | Bonsai | 0 | 10 | 15 | 10 | 0 | 10, 7-day trial | 0 | 45 |
Reference rows, not ranked: Responsive (formerly RFPIO) scores 10, 0, 0, 10, 15, 0 and 5, which is 40, and Loopio 10, 0, 0, 0, 8, 0 and 5, which is 23. They are RFP tools, a different job, explained below.
The gaps between the rows you will actually compare
- PandaDoc 85 minus NOXI 70 = 15: B2 plus 5, B3 plus 15 and B4 plus 10, against B1 minus 10 and B7 minus 5.
- Gamma 73 minus NOXI 70 = 3: B4 plus 10 for Gamma's slide views, against B5 minus 7, because Gamma exports PDF and NOXI exports PDF and Word.
- Storydoc 73 minus NOXI 70 = 3: B3 plus 15 and B4 plus 10, against B5 minus 7, B6 minus 10 and B7 minus 5.
- NOXI 70 minus Proposify 68 = 2: B1 plus 10, B5 plus 7, B6 plus 10 and B7 plus 5, against B2 minus 5, B3 minus 15 and B4 minus 10.
- NOXI 70 minus Claude 65 = 5: one rule, B7, Arabic and right to left against several languages.
Five sensitivity readings, including two that move NOXI
PandaDoc stays first under every reading below; NOXI moves between fourth and ninth.
Reading 1, equal weights. Each cell as a fraction of its maximum, averaged: PandaDoc 0.857; Proposal.biz, Storydoc, Gamma, Proposify, Qwilr and Better Proposals 0.719; Prospero 0.648; NOXI 0.643, ninth; Claude 0.571; Bonsai 0.500. NOXI's two zeros count as much as its full marks.
Reading 2, without B1, one of the two heaviest rules. PandaDoc 75, Better Proposals 63, Proposal.biz 58, Proposify 58, Qwilr 58, Storydoc 53, Gamma 53, Prospero 53, NOXI 50, Claude 45, Bonsai 45. Take the AI draft away and the signature tools rise.
Reading 3, without B6, the other heaviest rule. PandaDoc 65, Storydoc 63, Proposal.biz 58, Proposify 58, Qwilr 58, Gamma 53, Prospero 53, Better Proposals 53, NOXI 50, Claude 45, Bonsai 35. The free plan is the other half of NOXI's place.
Reading 4, if a generic table is not a "static table" for anyone. NOXI, Gamma and Claude all drop to 0 on B2: NOXI 65 and seventh, behind Gamma, Proposify and Qwilr on 68. The reading we applied, 5 for all three, keeps NOXI higher.
Reading 5, if B3 needs the words "legally binding" on the vendor's page. Proposal.biz and Prospero go to 0 on B3. Proposal.biz falls to 63, and NOXI is fourth.
Single cells that would change the leader: PandaDoc's B1 from 10 to 20 keeps it first on 95. Proposal.biz's B7 from 0 to 10 puts Proposal.biz first on 88. Gamma's B3 from 0 to 15 puts Gamma first on 88.
The best AI for proposal writing: who drafts, who only signs
The leader takes half marks for writing, and the five full-mark drafters score between 65 and 78. That matters only if you do not already have the words.
PandaDoc's position is worth reading in its own words. Its AI Assistant article, shown as updated on 2 November 2026, lists "Won't write document content or edit existing documents" among the assistant's limits. A separate article dated 4 September 2026 describes an agent in limited beta that "can create, rewrite, and restructure text content in your document", and lists building document skeletons from scratch as in development. That is AI inside a document you start, the 10 level of B1.
The five full-mark drafters, in their own words. Proposal.biz drafts "full business documents from a prompt, client requirement, email conversation or call transcript", and its free plan signs and tracks opens. Gamma's agent "builds the whole thing: research, writing, design, and images, end to end", and exports PDF or PowerPoint. Storydoc will "generate full proposals from a simple prompt" as a tracked web proposal, after a trial. Claude can generate "Word documents" from a prompt and share them by link. NOXI writes the proposal in English or Arabic, and when the subject needs current facts it searches the live web first and keeps each fact's source on the page.
The section-writers suit someone with a proposal library. Proposify's AI works on "executive summaries, cover letters, scopes of work" in its editor. Qwilr's AI Creator will "Turn your website into a ready-to-use proposal template", and deal-content prefill is "Scale plan only". Prospero offers an "AI-driver text & image generator" (their spelling). Better Proposals says "we have banned AI in our marketing, customer support and sales departments", and Bonsai's builder starts from a template, a blank page or an imported PDF. If the proposal is really a deck for a meeting, see our project proposal presentation guide; the internal version is the business case presentation.
Is there an AI proposal generator free to send?
Five of the eleven document a free plan that can send or share a proposal: PandaDoc, Proposal.biz, Gamma, NOXI and Claude. Only PandaDoc and Proposal.biz also sign inside the tool.
Six more offer a trial with a stated length: Storydoc, Proposify, Qwilr, Prospero and Better Proposals at 14 days, Bonsai at 7. Proposify's page is titled "Free AI Proposal Generator", but its FAQ says "You can use Proposify free for 14 days", so on these rules it is a trial. Prices are exactly as the vendors' pages served them in the UAE on 4 November 2026; PandaDoc and Qwilr printed "USD", the others a bare "$".
| Tool | Free to start | Entry price as printed | Read on 4 November 2026 (UTC) |
|---|---|---|---|
| PandaDoc | Free plan, "$0 USD", five documents a month, PDF download only, no card | Starter "$19 USD" "Seat cost per month" billed annually; "$35 USD" billed monthly | pandadoc.com/pricing in a browser, 11:41, re-read 12:25; plan table and free plan guide, 11:35 |
| Proposal.biz | Free Forever, "$0 / Lifetime": 1 seat, "50 Documents", e-signatures, open tracking; PDF export from Starter | Starter $19 a month monthly or $15 yearly, founding member prices struck from $29 | proposal.biz/pricing, 11:44 |
| Gamma | Free, "$0", "400 credits at signup", no card; a "Made by Gamma" badge on free PDF and PPTX exports | Plus "$9 / seat / month", "$108 per seat, billed annually" | gamma.app/pricing in a browser, 11:45; help.gamma.app, 11:33 |
| NOXI | Free to start: the free plan covers five documents a month, and every change after that, by chat or by hand, is free; no credit card | New accounts also get a welcome gift for their first 14 days | NOXI 2.0 product record, rows N and R |
| Claude | Free, "$0"; Claude Docs share "with anyone who has the link" on Free | Pro "$17" a month with the annual discount, "$20 if billed monthly" | claude.com/pricing, 11:30; support.claude.com, 11:31 |
| Storydoc | 14-day trial, payment details not collected in advance | Starter $19.80 a month, "Billed annually $237.60" | storydoc.com/pricing in a browser, 12:24 |
| Proposify | "14 day trial, no card needed." | Build "$39 /user/mo" billed annually, "$49/user billed monthly" | proposify.com/pricing, 11:35 |
| Qwilr | "a free 14-day trial of our Starter plan" | Starter "$35 USD per user/month", annual billing | qwilr.com/pricing, 11:35 |
| Prospero | 14-day trial, "No credit card required" | "Start from $12 a month"; the plan card shows $12 or $19 a month by billing toggle, with "Save 37%" on annual | goprospero.com/pricing, 11:44; in a browser, 12:27 |
| Better Proposals | "Start with a free 14 day trial. No credit card required." | Starter "$13/month, annually", "$19/month, monthly", 10 sends a month | betterproposals.io/pricing, 11:35 |
| Bonsai | 7-day trial | Proposals start on Essentials, "$19/user/month" billed annually, "$25 / month" a seat billed monthly | hellobonsai.com/pricing, 11:44; in a browser, 12:28 |
Two free plans carry a vendor's mark: Gamma's help centre says the "Made by Gamma" badge appears on PDF and PPTX exports from the free plan, and Proposal.biz lists removing its logo as a Professional feature. NOXI's downloads carry no watermark, on the free plan too. No rule scores watermarks; your client still sees them.
One warning, because two PandaDoc pages disagree. Its pricing page marks "Pricing tables" as not included on Free or Starter, while a help article dated 23 September 2026 says "Quoting is being rolled out to Free and Starter plans in phases." The pricing page decides: on 4 November 2026 the free plan signs and sends, and the quote block belongs to Business.
An AI proposal generator for freelancers: free plans and send limits
For a freelancer the number that matters is how many proposals go out before the bill starts: five a month on PandaDoc's free plan, ten on Better Proposals' Starter, and five documents a month on NOXI's free plan.
PandaDoc's free plan guide, dated 2 October 2026, allows 5 documents a month with 2 recipients each. Better Proposals' Starter has a monthly send limit of 10 and one user seat; Premium has 50. Proposal.biz's free plan lists "50 Documents", with 1,000 AI credits marked "lifetime" rather than monthly. Proposify's send-limit table still uses old plan names, so we print none. On NOXI the free plan covers five documents a month, and every change after that, by chat or by hand, is free, so a proposal you revise five times is still one document.
Upwork's help centre, read in a browser at 11:46 UTC, tells freelancers to select Get tips "to get tips from AI to improve your letter". That is an AI tip on a marketplace bid, not a proposal document, so Upwork is not a row. For the résumé behind a contract pitch, our ranking of AI résumé builders uses the same method.
Signatures, tracking and the file your client keeps
Eight of eleven document a signature inside the tool, nine document open or view tracking, and three hand the client both a PDF and a Word file: PandaDoc, Claude and NOXI.
Signatures (B3). PandaDoc says it is "compliant with the major electronic signature frameworks", naming ESIGN, UETA and eIDAS. Storydoc and Qwilr promise legally binding signatures, Proposify says "All plans allow you to get documents legally e-signed", Better Proposals cites EU and US law, and Bonsai's builder can "send the document for signature". Proposal.biz and Prospero record a dated signature. Gamma and Claude document none on the pages we opened, and NOXI's product record lists none, so all three score 0 and pair with one of the eight for signing.
Tracking (B4). PandaDoc tracks "when and how much time your recipients spent on each page", on Business and Enterprise. Storydoc tracks "clicks, time spent on each slide, drop-off points, and internal shares". Gamma shows "slide views, time spent per slide, and unique viewers", with full analytics on Pro or higher.
Price tables (B2). Six rows document the buyer-side version, among them Qwilr's "Quote Block or Quote Widget" and PandaDoc's optional products with editable quantities. Five document a fixed table, NOXI among them: its price table is rows and columns you edit by hand or by chat.
The file (B5). PandaDoc downloads ".docx" on Starter and above. Claude Docs export "Word (.docx)" and "PDF (.pdf)". NOXI exports PDF, PowerPoint and Word with its own engine, and each file is compared with the pages before the download appears. Seven rows document a PDF without Word, and Bonsai documents PDF downloads for contracts only.

RFPs and questionnaires: a different tool for a different job
If you are answering a buyer's questionnaire rather than writing your own proposal, use an RFP tool. Both we checked score low here because these rules measure a different job.
One search that reaches this site asks for AI proposal tools that "import messy multi-tab excel questionnaires without manual reformatting". That is an RFP job. Loopio says you can "Quickly import any type of document, from Word, to PDF, or complex Excel files", and "Every answer draws from your approved content"; every plan says "Let's Talk", so we print no price. Responsive (formerly RFPIO) will "generate personalized first drafts in minutes" and "export them as Word or PDF documents"; its pricing page shows "Starting from $10,000" with no billing period printed.
Responsive scores 40 and Loopio 23 on these rules, and neither number judges either product. If you bid on tenders every month, start there; if you send your own proposals, start in the table above.
Proposals in Arabic: three tools document it in full
Three of the eleven document Arabic or right-to-left text in full, Gamma, NOXI and Better Proposals, while the leader's recipient view lists sixteen languages without Arabic.
Gamma's help centre says "Gamma supports right-to-left (RTL) languages, including Arabic, Farsi, Hebrew, and Urdu" and tells you to write the prompt in your language; on mixing right-to-left and left-to-right text, its FAQ says "Yes, but formatting may require manual adjustments." NOXI has a full Arabic interface, right-to-left pages with mirrored layouts, Arabic typefaces such as IBM Plex Sans Arabic, Arabic and English mixed correctly in one sentence, and fonts embedded in its PowerPoint files so Arabic stays joined. Better Proposals lists Arabic among its document languages and says to "use the keyboard shortcut Alt+R to switch the direction of the editor".
Five rows document several languages without Arabic. PandaDoc's recipient view covers English, Bulgarian, Czech, Danish and twelve more, and does not translate your content. Proposify can "translate our interface into 15 languages". Qwilr's app is English only, though "You can write anything in a Text block in your local language." Storydoc's AI builder works "in multiple languages", and its help centre returned nothing for "Arabic". Claude documents "full support for multiple languages". Proposal.biz, Prospero and Bonsai print no language statement on the pages we read.
When a procurement office keeps the file, as in the worked example below, B5 matters again: a Word file can be edited by the office that receives it. For the company profile that goes in the same envelope, see our company profile presentation guide.
What changed recently
Five vendor pages behind these cells carry a recent date, and three of them are PandaDoc's.
| Vendor | What moved | Date on their page | When we read it |
|---|---|---|---|
| PandaDoc | Claude connector article: "Create, send, and track PandaDoc documents without ever leaving Claude." | 3 November 2026 (modified date) | 4 November 2026, 11:35 UTC |
| Qwilr | "NEW: Qwilr MCP is now in the Claude and ChatGPT directories" | 3 November 2026 | 4 November 2026, 11:35 UTC |
| PandaDoc | AI Assistant article updated; it still says the assistant "Won't write document content or edit existing documents" | 2 November 2026 (modified date) | 4 November 2026, 11:35 UTC |
| Qwilr | "NEW: Set your AI guidelines once" | 19 October 2026 | 4 November 2026, 11:35 UTC |
| PandaDoc | "Quoting is being rolled out to Free and Starter plans in phases." | 23 September 2026 | 4 November 2026, 11:35 UTC |
On method: four pages refused an automated client and opened in a signed-out browser (PandaDoc and Gamma pricing, Bonsai and Upwork help), and Storydoc's pricing served no figures to an automated client at 11:44 and showed them in a browser at 12:24. We draw no conclusion about any company from that.
What these rules don't measure
Seven rules cannot see most of what makes a proposal win, and much of what they leave out is where the classic proposal tools are strongest.
- Whether the proposal wins. Writing quality, pricing judgement and the client relationship matter more than any cell here, and no vendor page can show them.
- Getting paid. Qwilr documents collecting "partial, full or recurring payments directly through your Qwilr page", Better Proposals integrates Stripe, GoCardless and PayPal, and Bonsai can "Require a deposit when your client approves a proposal."
- CRM and approvals. Proposify documents approval workflows before a proposal reaches a buyer, and Responsive says opportunity data "flows into proposals automatically".
- Connectors to AI assistants. PandaDoc, Proposal.biz, Qwilr, Proposify, Better Proposals, Loopio and Bonsai document a connector or MCP server for outside assistants.
- Content libraries. For RFP teams the approved answer library is the product, and Loopio and Responsive are built around it.
Not measured for anyone: whether a signature is enforceable in your country, support quality, data residency, accessibility and speed. Check the first one before you send anything that has to bind.
What would change this ranking
Three things would move it, each tied to a page and a date.
- 1. PandaDoc's AI starts writing content. Its AI Assistant page lists "Won't write document content" among its limits today. If that line goes and a whole-document draft is documented, B1 rises from 10 to 20 and PandaDoc moves to 95. Page: support.pandadoc.com, article 11100873. Re-check 1 December 2026.
- 2. Proposal.biz documents Arabic or right-to-left proposals. Its pages print no language statement today. One documented line takes B7 from 0 to 10 and puts Proposal.biz first on 88. Pages: proposal.biz and its features pages. Re-check 1 December 2026.
- 3. Gamma documents a built-in e-signature or a quote block. A signature takes B3 from 0 to 15 and puts Gamma first on 88; a quote block alone takes B2 to 10 and Gamma to 78. Pages: help.gamma.app and gamma.app/pricing. Re-check 1 December 2026.
Worked example: eight proposals a month, three of them in Arabic
Example Lukas Becker runs a fictional two-person web studio in Leipzig. He sends eight proposals a month: five to clients in Germany, in English or German, and three to clinics and schools in the Gulf, who want them in Arabic. Every proposal needs a signature before work starts, and one Gulf client's procurement office asks for a Word file. His software budget is as close to zero as he can keep it.
Step one, the obvious choice first. PandaDoc leads the table, and its free plan sends five documents a month with signatures. Lukas sends eight, so it covers 5 of 8; its AI will not draft them, and its recipient view lists no Arabic. The leader fails him on volume, draft and language, which a total of 85 hides.
Step two, the three needs together. He wants an AI draft (B1 = 20), a signature inside the tool (B3 = 15) and Arabic (B7 = 10). Proposal.biz and Storydoc combine the draft and the signature, without Arabic. Gamma and NOXI combine the draft and Arabic, without a signature. Better Proposals combines the signature and Arabic, without AI writing. All three together: 0 of 11. So Lukas needs two tools.

Step three, the Arabic drafts. One Gulf client wants Word, and of the two drafters that document Arabic, NOXI is the one that exports Word; Gamma exports PDF, PNG or PowerPoint. Three proposals use three of NOXI's five free documents a month, which leaves two, and revisions are free. He sends each draft by view link for the client's read-through, then exports the Word file for the procurement office.
Step four, one place for every signature. Better Proposals is the one row with a signature and a right-to-left editor. Its Starter plan prints "$13/month, annually", so 13 times 12 = $156 a year, with a monthly send limit of 10 against his 8. All eight go out from there, the three Arabic ones pasted in from NOXI with the editor switched by Alt+R, after the 14-day trial.
Step five, the check. Splitting the signatures, five on PandaDoc's free plan and three on Better Proposals, costs the same $156, because Better Proposals' cheapest plan is the paid line either way. The Arabic AI draft adds nothing to the bill. Two tools, eight proposals, one paid line of $156 a year as printed.
Build it: a proposal from the Proposal tile, then a view link
Six steps take you from one request to a proposal your client opens from a link, using the Proposal format in NOXI 2.0. Creating needs a free account.
A proposal for [a dental clinic in Sharjah]'s new website, in Arabic, right to left: their situation, our offer, the scope in [four] phases, a timeline of [eight] weeks, a price table with [three] line items and the total, and the next step. [Six] pages, calm and precise.
On the price page, split [design] into two rows, [discovery] and [visual design], keep the total exactly as it is, and put the payment terms under the table.
Across the whole proposal, keep every number as it is, cut each section to its first [three] sentences, and make each heading a full sentence the client could repeat to a colleague.
Step 1. Open NOXI
Go to noxi.ai and sign in, or create a free account. No credit card is needed to start. Home opens with Presentation picked.
Step 2. Choose the Proposal tile
The row under the box shows six formats; Proposal is one of the eight behind More. NOXI treats the format as a starting point, and a clear request wins.
Step 3. Describe the client and the offer
Write the request in one go, as in Prompt 1. Attach files if you have them, such as the client's brief or your notes, and NOXI builds from them.
Step 4. Press Create and watch it build
NOXI sketches every page first, picks a style that fits the subject from a design library of more than ninety styles, writes several pages at once, then reads the whole proposal through and checks the rendered pages for cut-off text and overlaps.
Step 5. Make it yours
Edit the price table by hand, rows and columns, or ask in the chat as in Prompts 2 and 3; NOXI changes only what you asked. Add your accent colour, logo and fonts in Design, and restore any earlier version from history.
Step 6. Share a view link, then export
Open Share and turn on the view link: anyone with it can view and download the proposal without an account, and you can turn it off at any time. Export PDF or Word for the client's files; each file is compared with the pages before the download appears.
If the proposal grows into a report with sources, our ranking of AI document generators scores the document job itself, and our guide to AI tools for work covers the wider toolkit.
Frequently asked questions
- What is the best AI proposal generator?
- On seven printed rules checked on 4 November 2026, PandaDoc scores highest with 85 of 100, then Proposal.biz 78, Gamma 73 and Storydoc 73, with NOXI fifth of eleven on 70. PandaDoc leads on its free sending plan, signatures and tracking, although its help centre says its AI "Won't write document content".
- What is the best AI for proposals?
- For AI that writes the whole proposal, five of eleven take full marks on our drafting rule: Proposal.biz, Gamma, Storydoc, NOXI and Claude. Proposal.biz scores highest of those five at 78, because its free plan also signs and tracks opens. Its pages document no Arabic, which is where Gamma and NOXI take full marks.
- What is the best proposal software?
- If the AI does not matter, look at the jobs after writing. PandaDoc, Proposify, Qwilr, Prospero and Better Proposals all document interactive pricing, built-in signatures and open tracking. PandaDoc adds a free plan that sends five documents a month, which is why it scores 85 of 100 on pages read on 4 November 2026.
- What is the best AI business proposal generator?
- Proposal.biz describes that job most directly: its AI "writes complete, on-brand documents from a prompt, client requirement" and its free plan signs and tracks opens. It scores 78 of 100. Gamma and Storydoc follow on 73, and NOXI is 70, with PDF and Word files and Arabic pages, on 4 November 2026.
- What is the best AI proposal maker?
- That depends on what the proposal must do once written. On our seven rules PandaDoc leads at 85 for signing on a free plan, Proposal.biz scores 78 for a free AI draft that is signed and tracked, and Gamma 73 for a designed draft in Arabic. All three readings come from pages opened on 4 November 2026.
- Is there a free AI proposal generator?
- Yes. Five of eleven document a free plan that can send or share: PandaDoc with five documents a month, Proposal.biz, Gamma, NOXI with five documents a month and a view link, and Claude, which shares by link on Free. Proposify's "Free AI Proposal Generator" is a 14-day trial, as its own FAQ says.
- Can AI write a grant proposal?
- It can draft one, but a grant proposal answers a funder's form, eligibility rules and budget template, and those decide its structure. The five tools here that draft a whole document from a brief can produce a first version. Check the funder's own guidance first, and keep every figure traceable to a source you can name.
- Does PandaDoc's AI write proposals?
- Not by its own help centre's account. PandaDoc's AI Assistant article, updated 2 November 2026, lists "Won't write document content or edit existing documents" among its limits, and its in-document agent is a limited beta that rewrites text in a document you already have. That is why PandaDoc scores 10 of 20 on drafting.
- Which proposal tools have e-signatures?
- Eight of eleven document a signature inside the tool: PandaDoc, Proposal.biz, Storydoc, Proposify, Qwilr, Prospero, Better Proposals and Bonsai. Gamma, Claude and NOXI score 0 on that rule, so pair any of them with one of the eight to sign. PandaDoc names ESIGN, UETA and eIDAS on its compliance page, read on 4 November 2026.
- Can I write a proposal in Arabic with AI?
- Yes. Three of eleven document Arabic or right-to-left pages in full: Gamma and NOXI, which both draft the whole proposal, and Better Proposals, which documents no AI writing but switches its editor's direction with Alt+R. PandaDoc's recipient view lists sixteen languages and no Arabic on 4 November 2026.
